can I use my digital camera as Surveillance camera and hook it up to computer or TV ?

I want to use my digital camera ( canon S3 IS ) as Surveillance camera or security camera and watch it in my pc or tv, is it possible or not ?
and also is there any program to do it alone or with the help of camera or web cam?
if yes, how can I do it, please explain.
