How i can erase the security video downloaded?

i have a good video but i can't open it have a security license i i must Pay bunt no money, so if somebody know's please HELP ME
OK i download a video from a page, and then they tell me YOU MUST PAY.

But the trouble here is i don't have money even an acount in Netherlands, this video file have a protection like a security key, well how i can see the video or eliminate this security witout pay'n or loking for an acount in Netherlands, i must see that video is important.
